The board debated liquidating this year's school fund before September 1 and faced a choice between using available funds for the 1933 34 apportionment or honoring the 1932 33 balance. W A Morrison urged allocations to a separate trust to cover unpaid balances, while a substitute motion set the apportionment at 16 per pupil. The comptroller projected an end of year fund deficit of about 7.7 million and variable per pupil amounts depending on delinquencies. Morrison argued the attorney general's interpretation violated the constitution.
