County boards mull single system for all grades

Clermont Board of Education proposes reorganizing county districts so every district runs first through twelfth grade. The plan would reduce student transfers to high school and pool resources, with Newtonsville currently sending students to Milford for high school. Critics note district mergers or cross-district borrowing would be needed and low tax areas could gain. Congressmen report most constituent letters are incoherent and taxing questions cause headaches. They suggest calm, clear writing and even a sedative if needed.
