James D. Carney, 26, will become district executive secretary for Clermont Soil and Water Conservation District effective June 4. A 1971 California State College graduate, he comes from Columbus where he was a research specialist with the Ohio Department of Natural Resources, and previously served as an engineering aide for Portage SWCD. He will provide administrative leadership, coordinate programs, and act as a public relations resource to schools and media while assisting with land use policy alongside the Soil Conservation Service.
