Rio Grande flood threatens Texas border towns
International Boundary Water Commission said the Rio Grande stood at 25.5 feet at 1:30 a.m. CDT, well below levee height, with crest expectations overnight. Heavy rains in Big Bend and Chihuahua swelled the river as Pecos and Rio Conchos overflowed, displacing up to 10,000 in Mexico while Presidio residents armored a levee with sandbags.
