Penfield residents seek lower speed at Rt 18 301 crossroads

About 355 Penfield area residents petitioned the state highway department to cut speeds at the Rt 18 and Rt 301 intersection near Penfield Elementary School. Deputy director Toberen offered a 45 mph limit instead of 35 mph, citing incorporation as a village prerequisite. The meeting included local officials, school representatives, and sheriff’s staff, with safety of students a prime concern. However, manpower limits and budget constraints hinder enforcement, while residents pressed for stronger barriers and slower signs near the school.

City solicitor's defense role in police cases questioned

In Lorain the issue of city solicitor John Hritsko defending police in court remained clouded as state officials debated whether policemen are state or city officers. Hritsko cites a 1953 opinion saying police are state officials and not city officers, while State Attorney General staff cast doubt on the applicability and process for a city defense. The dispute touches a Vermilion case against Police Chief John Malinovsky and Safety Director Joseph Price, with questions about liability insurance coverage for the police department and whether it would defend Malinovsky. The American Home Assurance Co. provides the liability policy in question.
