Cleveland Edison Toledo Edison plan may dodge PUCO rules
Consumer groups allege the Cleveland Electri c Illuminating and Toledo Edison merger aims to dodge PUCO oversight by placing governance under FERC instead. They warn FERC is less pro consumer and could mean lower protections, while officials say the merger creates a large united utility with potential rate benefits for Toledo Edison customers. The deal requires approval from PUCO, the SEC, FERC, and shareholders, with both boards already backing the plan.
