Wright, Superintendent of Public Instruction, notes hundreds vote illegally each year due to confusion over qualifications. A woman has the same rights as a man if qualified. Key rules: must be parent or guardian of children on the census or pay school taxes, be a U.S. citizen, 21 years old, and three months district resident. Tax-paying electors on the assessment roll may vote and hold office, with joint ownership allowing both spouses to qualify. Quorum requires two electors. Board elections require written ballots.
