Nebraska Senate debates a drinking driver bill with amendments lowering penalties and adding tester certification. The measure sets tests for bodily fluids or breath by certified examiners and allows admissible evidence in court. A .15% blood alcohol presumption, a .05% threshold for noninfluence, and a safe refusal clause are included. Plans call for portable tests for on-the-spot checks. The piece ends with a social note about Andrew Fridays, married on July 4, 1947, and their newborn daughter.
