Idaho director T B Murray reports November arrests 176, down from 259 in 1946 and 259 in 1947. October 173 and November 176 arrests kept year totals at 1020, against 877 last year. Officials say growing caution among hunters and fishermen reflects stronger enforcement and prevention over arrests.
