ASC rules govern farm base adjustments in Polk County

Polk County ASC chairman Richard C. Sealey outlines three provisions for adjusting conserving bases under the 1971 program. Downward adjustments require changed operations or nonconserving crops, with acreage cuts limited to continuous cropping needs and not to fulfill set-aside acreage. Adjustments reflect market oriented policy, preserving bases for conserving uses while excluding set aside compensation, and decisions depend on overall cropping plans.
