Medicare debate looms as Congress considers cost rise

Washington D C reports Medicare and Social Security reforms nearing passage with the House backing a two part plan. The bill would raise payroll taxes and expand coverage for the elderly, with a voluntary extra health insurance option for those 65 and older. By 1987 combined taxes could reach 739.20 per worker, financed partly by a $1 billion annual federal subsidy. The plan would create a separate hospital trust fund and involve staged tax increases, with health care access slated to broaden under a Great Society era reset.
