Norwalk Charter Commission Won’t Deliver Charter by November

Norwalk officials debated whether to appoint full time professional staff or elect city officers during a Tuesday night meeting at Norwalk Junior High School. Commissioners warned the 1968 charter proposal failed amid manager controversy and said a November vote is impossible.
