Mandel creates judgeship selection commission in Maryland
Gov. Marvin Mandel issues an executive order forming a 13 member commission to nominate candidates for the Court of Appeals and Court of Special Appeals. Six lawyers elected by Maryland attorneys and six laymen appointed by the governor will choose five to seven nominees, with the thirteenth member as chairman. Mandel aims to have the panel operating before the November election as a reform to broaden the pool beyond bar lists. The governor plans similar commissions for circuit court vacancies and notes the constitution limits his control over appellate court appointments.
