House Defeat Predicted On Cambodian Aid Curbs
Washington AP report notes the initial House test on the Cooper Church amendment to curb future U S operations in Cambodia may occur Thursday but backers expect to lose. The aim is to force a big vote for the Senate passed plan, with Morgan hinting at sending the foreign military sales bill to conference to bind the House conferees to the amendment. President Nixon stresses constitutional power to protect troops and pay for Asian nations aiding Cambodia, while opponents warn of mercenary involvement. The July 1 effective date would bar funding for Cambodian combat support and enforcement, with House conferees likely opposed to the restrictions.
