Traffic expert Wilbur S. Smith argues parking habits drive crashes. Angle curb parking raises risk, while parallel parking and prohibiting parking during rush hours reduce accidents and improve flow. Evidence from Chicago, Kansas City, Minnesota shows lower rates when angle parking is replaced.
