Walter Tyler Jr., 20, of 405 North St., waived preliminary hearing and pleaded guilty to rape. Judge Terrill F. Cox sent to Santa Maria Superior Court for April 3. bail set at 7500. in custody of Sheriff. Arrest date was March 7.
City Council approves Introduction and First Reading of a rezoning to office commercial use at 415 West Laurel Avenue despite charges of spot zoning. Dissenting Councilman E C Stevens warned against precedent as land use remains predominantly residential in the 28 block area.
A helicopter hovered over Dumar in the water as a rope failed to secure him. The craft crashed after a wave hit the exhaust, two crewmen escaped to the water and clung to the downed plane. Dumar reached the pilots, then a line was fired to the men about 200 yards offshore. A witness said the helicopter presence aided the rescue. A county fire truck overturned en route to the scene.
The Lompoc City Council approved naming a street west of Z Street Avalon by a 5 0 vote. Community Development Director Al Autry explained the 1963 policy to name streets west of 7 after American cities in alphabetic order and noted Avalon was chosen over Kranig and Autry for routing past the sanitary landfill to the sewage facility.
The Supreme Court ruled 5 to 4 that local property taxes may constitutionally fund public schools. Justice Powell said the system, while imperfect, has a rational relation to a legitimate state purpose and supports local control, with reform needed to improve equity and funding. Texas uses both state and local financing.
