In Saigon the Communists claimed new American demands, including an accounting of nine POWs held in Laos, could delay releasing 147 remaining American prisoners for several days. They said the last prisoners were expected this weekend, contingent on the US honoring a letter from Brig. Gen. Wickham and arranging Laos POW releases before final troop withdrawals. The withdrawal pause depended on Hanoi producing concrete actions.
