State Money Chief Proposes Depression Era Financing for Water Project
Bank of America senior vice president Alan Browne urged California to use registered warrants or tax anticipation notes to keep the Water Project funded if the June ballot fails. He noted New York uses such notes during cash shortages and suggested removing interest rate caps on general obligation bonds or selling water revenue bonds as alternatives. Legislative Analyst A Alan Post warned a contingency plan is needed and could include a tax increase if bonds cannot be sold in the inflated market. Reagan officials expect ballot approval to allow uninterrupted construction, with about 600 million in water bonds frozen and a potential 450 million boost from a temporary sales tax rise.
