A government bulletin ordered by Secretary Garfield reports mining accidents in the United States kill three times as many men per thousand as European mines. Over the past twelve years 22,040 miners have died, with current yearly deaths double the level of 1805.

It argues explosions will rise unless better information on explosives and safe practices is published from coal regions.
