Quot we would have had More certified Here is How Stamps work by Jim Hawkins Enterprise staff writer Greensboro How will the food stamp plan work when it takes effect july i acting social services director Ralph Sheppard e said the first step is that of application and that the next is certification by the social services dept the third is the use of a special entitlement card for Cash Purchase of Stamps which can be used at participating stores few Purchase of foods having greater value than the Cash All families where All members Are considered within Aid to families with dependent children Grants Are automatically eligible these families have already been mailed application forms the social service dept is still receiving applications from these. All others must apply. Sheppard said Basic requirements include suitable living arrangements with cooking facilities where meals can be prepared and the head of the House apply and income must meet the standards set by regulations Sheppard said a family of three can earn $373 per month or less and still be considered a family of four with an income of $473 per month can be considered both of these figures will increase july i. The certification process includes verification of income from a variety cd sources including social Security employment and disability other key elements to he considered in this process Are medical Bills and information i utilities most families have some income Sheppard said in explaining the process he said that for families where All members Are considered in Ardc Grants these Grants Are not considered As a source. However the Grants Are considered where one member of the family is not within the Grant also supplementary Security income is currently being counted As a resource Sheppard explained that unless the Federal Law is soon changed to it possible persons in this category May not be eligible when a family is certified. It will receive once each month a special entitlement card to show eligibility the card is to he taken to the Post office together with the amount of Cash printed on it for actual Purchase of the Stamps. Sheppard said that where a family of four has an income of $170 per month. The oily of High Point will sponsor a Bloodmobile visit the Bloodmobile will be set up in the recreation Hall at the Astor dowdy towers on e. Green drive and will be in operation from to a m until 3 30 p in during the past several months the Bloodmobile visited the local High schools with a great Deal of Success and City leaders that the City employees will measure up to standards set by the students although this blood drive is being sponsored by the City of High Point it is open to anyone wishing to donate close look at Hometown rewarding As part of an assignment in a graduate school course i be been learning some things about High Point. At first i thought it was a pretty funny assignment i Couin t see the correlation Between curriculum planning in our schools and the Way organizations in our City Are set up. But As i Learned in a previous course of or. Dale Brubaker sat unc a he always has his reasons As i sat listening to leaders in various organizations during the past week or so i was saying to myself Quot so this is i began to see that the businesses the service organizations and the people who head these Organ nations face the same problems the schools face the need for employee benefits for Job advancement opportunities for Good relations with the Community for fulfilling the needs of those coming to the organization. I be Learned a lot too about our City. I knew about the services available through various organizations but i had never delved into them very much. Perhaps because i work with children and have children in Junior High and High school i found the visits with Craig Thomas of the drug action Council and Aubrey Strother of the juvenile services especially interesting. For instance unless a Parent has a child he suspects is on drugs he really does no to feel a need to learn too much about the drug problem in Guilford county and in High Point. But the facts and figures Are so staggering that every Parent should make it his business to learn about every facet of the problem anyway. When you think about it it s everybody a problem a whether or not your own children Are involved with drugs. When Guilford county has Mere drug problems comparatively than new York City it of everybody a problem who lives Here. I Felt suddenly naive when i was listening to Craig Thomas Tell about symptoms displayed by drug addicts and realized that if i had Ever seen a drug addict i did no to know it. I probably have and did no to realize it but i still Felt naive i have done a great Deal of Reading about drug problems but i wonder How much it would help me if for instance i had a child in my classroom who was addicted around by Faye Marks to glue sniffing its not so far fetched because eight and nine year Olds the age i teach Are the ones who get into this habit most easily. The reason for this is that they done to have the Money at this age for the hard drugs a or even for the Quot soft Quot ones. Glue is relatively inexpensive and easy to get and so Are various sprays which Are equally effective. Once the child realizes that a Quot High Quot can be obtained from these items he son the Road to addiction. In time glue sniffing according to miss Thomas can give the child a retarded look a a since it does actual brain damage if used extensively some stores she says report to the drug action Council cases of children who buy glue in quantities. After a while it becomes apparent to the store owner that the child is not building All that Many models. A with what some of them buy Quot. Miss Thomas explained a they could build an aircraft Carrier and have some left Over the drug action Council the juvenile court division and other such agencies begin some of their programs with Federal Grants but when the Federal funds Are exhausted the fundraising responsibility lies with the Community. I Learned a lot about High Point that i didst know although i had heard about and read about these agencies and businesses i had t actually tried to relate them to my own profession and my own life and that of my family perhaps one of the most enlightening interviews my group from the class had was for me personally an interview with editor Joe Brown of the Enterprise. I be been on Tours of various parts of the Enterprise building at different times but in be never toured the entire operation i knew How the organization is set up. But i had never bad occasion to try to anal Zye it in detail one of the most rewarding factors in our interviews has been the willingness of various people to take time out from their jobs a and All of the people were in top level management of their Gam nations a to talk to us and frankly answer questions we Only went to a limited number of businesses and organizations which we chose beforehand but i for once ended up with a More appreciative View of the City in which i be lived for 20 years. I like knowing ail the Fine and intricate details and workmanship the personal Effort that goes into the production of this newspaper. I like knowing what services and facilities Are available to Young people with problems hoping at the same time that mine never need them. Its kind of like the Hospital the fire department the police department in any City a you Hope Yoti never need them but it sure is comforting to know they re there
