Canal Election Issue Shapes Panama Treaty Talks
The Canal issue centers on keeping 10,000 U.S. troops in the zone to assure canal functioning. Ford or a Democrat may push a new treaty, but Panama still seeks more concessions. Drafting won’t finish for a year, then Senate ratification begins with at least three senators already against the current plan. Panamanian officials focus more on Texas primary sentiments than Senate mood.
