Iowa Highway Plan Seeks Functional Road Classification
Iowa's Highway Commission will urge the 1969 legislature to replace the current primary secondary and farm to market system with functional classification. About 20 percent of rural roads would be removed from the secondary system as tax support for field access roads declines. J R Coupal Jr notes Iowa's 90 000 miles of secondary roads and 20 000 miles serving under 25 vehicles daily. The commission opposes adding new Bureau of Public Roads hearings, but supports two hearings on corridors and design. Iowa Supreme Court rulings may force refunds of truck license fees, potentially over 4 million dollars, due to reciprocity issues with 16 states.
