Carter Promotes Panama Canal Treaties In Phase Two Campaign
Washington reports the Carter administration moves into phase two of a nationwide publicity drive to explain the Panama Canal treaties. Lol Linowitz says the effort will explain treaty aims and U.S. security gains, with President and Cabinet involvement nationwide. Critics led by Senator Paul Laxalt pledge a strong grass roots battle to stop ratification, while Linowitz asserts 67 Senate votes are needed before any floor debate.

Carter presses for major paperwork reforms in federal grants
President Carter announced sweeping red tape reforms to curb paperwork in federal grants totaling 72 billion dollars annually. The plan aims to simplify forms, standardize regulations, reduce audits, and use letters of credit so states and localities access funds more efficiently. The reforms call for a single form set to replace 300 regulations and closer federal-state consultation. A Federal Paperwork Commission also urged creating a cabinet department to control red tape.
