Castner advised the council to consider a 10 cent rise per cubic yard, with haulers voicing concern but offering options including city or private landfill ownership. A final plan covering higher fees, outside-city permits, and negotiated industrial waste rates aims to align revenues with nearly 90,000 dollars annual disposal costs, with changes expected after May.
