Decline of pot smokers in California jails linked to relaxed laws
A state study shows liberalized marijuana laws cut pot smoker arrests by half and saved about 13 million dollars, with no major rise in users. However heroin and cocaine arrests rose 18 percent since the law took effect January 1, 1976, and total pot possession arrests dropped from 24,000 in mid-1975 to 12,913 in mid-1976, reducing enforcement costs by 74 percent per the Office of Narcotics and Drug Abuse.
