Primary School Interest Fund Revenue Sources and History
The Primary School Interest Fund began with land grants from Michigan's admission to the Union. Income from land sales and investments funded public schools, but early legislation and lack of constitutional protection led to losses. The 1933-34 state school revenue snapshot lists nine contributing sources including railroad, telephone, and insurance company taxes, inheritance taxes, and other fees. The fund distributes based on children ages 5-19, with kindergarten eligibility beginning at five, and projections show declines as tax rates approach limits.
