Rebels Move to Speed Congressional Reform
Washington United Press International reports House Speaker John W. McCormack favors a congressional reform bill but doubts all viewpoints can be reconciled this year. Republican rebels led by Donald Rumsfeld delay procedures to push for freeing reforms from the Rules Committee, joined by five Democrats who prefer a discharge petition to force floor action. The measure would tighten lobbyist registration, cut patronage, open committee hearings, and expand minority staff.
