American airborne forces in the Dominican Republic bring total U S troops to about 4200 as civil war rages. Washington weighs action beyond protection duties amid fears of Communist takeover and calls for a halt to fighting.
The Organization of American States urged factions in the Dominican Republic to suspend armed action and seek an immediate cease-fire. A request was conveyed through Papal Nuncio Emmanuele Claricio, with calls for an international refugee zone around the capital and protection of civilians.
The pope called for conversations and negotiations at all levels to avert war. In the 2000 word letter titled Mense Maio he warned the world faces darker threats and urged Catholic prayers for peace and the success of the Vatican II Council. He urged public leaders to heed humanity's universal wish for peace.
Five people are dead after Seattle and surrounding cities suffer the Pacific Northwest's strongest quake in over a decade. Officials cite millions in damage as a 6.5 to 7 magnitude tremor rattled the region, with casualties including Haughton Goulet and Lewis among others.

Cleveland residents will vote on May 4 a proposal that could start a city income tax. Cleveland is among the largest Ohio cities without such a tax while 91 communities already have one. Mars probe Mariner 4 set a new world space communications distance record at about 66 million miles from Earth, surpassing the Soviet Mars 1.

J W Abel was declared winner in the United Steelworkers Union presidential race. Incumbent David J McDonald said he will contest the result and might seek a Labor Department investigation. Tellers reported Abel 308910 votes to McDonald 298768 as Abel thanked members.
