Wallage Canal Idea Ex chief engineer argues for modern methods
Former Panama Canal chief engineer John F Wallace contends that under present governmental control a high level canal would take longer and cost more than a sea level project done by modern business methods. He urges either a single empowered contractor or a large firm under general guidance to oversee all construction and reduce waste while preserving essential oversight.
