The 1850 ordinance imposed annual license fees of 1 to 10 on various wholesalers including beer milk bread and confectionery products. The opinion, sent to Duchesne County Clerk Porter Morrill, distinguishes revenue licenses from perverse municipal taxes and notes regular deliveries by non resident wholesalers.
