Carrillo Doubts Court Approve GOP Reapportionment Plan
Democratic State Rep. Tony Carrillo of Pima County says the new Republican plan for legislative districts will be unconstitutional under federal standards. He cites gerrymandering, minority discrimination, and inadequate reapportionment machinery, with a petition drive in Phoenix seeking 19,000 signatures to place the measure on the 1968 ballot. Carrillo notes a 42 member nonpartisan board would replace legislative authority if the plan fails. He targets about 40,000 total signatures, including 9,000–10,000 from Pima County.
