Officials Fear Con Con Plan Undermines Albany Mall Financing
Albany city and county officials warn a Democratic convention proposal could let the Legislature issue bonds without voter approval and charge Albany County with lease payments, risking South Mall financing and delaying construction. The plan, if adopted, might bypass county participation and affect the 90 acres already turned over to the county for the vast state building complex. The project, with a 2004 completion target, includes a 40 story first building due in 1969 and has seen about $180 million in county bond sales to date.
