Senate Approves Flood Area Insurance Plan

The Senate approved a government subsidized flood area insurance program by voice vote. A joint venture of private insurers and the federal government would allow the government to pay part of premiums in about 40 flood prone areas, with HUD operating and a $500 million Treasury borrowing authority to cover subsidies and losses. Initial aid covers up to $2.5 billion in home policies with caps of $15,000 per dwelling, $30,000 per structure, and $5,000 for contents. Senator Hruska criticized the plan as granting excess power to HUD and called it back door financing amid a large deficit.
