State official proposes truth in assessing approach
Horace Z. Kramer proposes that New York tax assessors publish full value 100 percent assessments. The plan would convert current rolls to full value using the state equalization rate, aiding owners in comparing with neighbors and tracking changes while not altering taxing power or state aid. It aims to reduce grievances and help identify underassessed properties as an interim reform.
