If Democrats lose fewer than 50, it’s seen as a Roosevelt victory. 60 to 80 losses threaten his policy agenda and diminish GOP power. Reed’s Pennsylvania win boosts Republican hopes, yet Roosevelt remains popular and the drive to elect a congress to back him persists. With five months until next personnel details emerge, pundits debate the makeup now.
