Iowa Highway Commission Pushes Functional Road Classification
The Iowa Highway Commission plans to propose to the 1969 legislature replacing the present primary secondary and farm to market system with a functional classification. About one fifth of rural roads would be removed from the secondary system as farms shrink and local access needs decline. Director J R Coupal Jr notes Iowa has over 90 000 miles of secondary roads and more than 20 000 miles carrying under 25 vehicles daily. The plan calls for removing tax support from roads serving farm field access only.
