Mayor Seeks More Control Over Policemen Selection

Mayor O A Houglan asked for added legislative power from the council but received no firm commitment. The city operates under a charter that shifts hiring and much of government management to a city manager, leaving the mayor to oversee the police court and council meetings. Houglan urged involvement in selecting new policemen and criticized auxiliary officers for poor arrests. Council members urged discipline and warned against abuse of power. The council also approved street oiling contracts, rubber additive purchases, a sewer-cleaning machine, and began land-purchase legality checks for a new street project, while noting repairs needed for the swimming pool next season.
