Local Men Named to Chippewa Watershed Appraisal Board

William Ruttencutter and Howard Clippinger of Rittman are named appraisal inspectors by the Chippewa Watershed Association Executive Committee. The board will assess damages and benefits, set land-owner assessment ratios, and begin on-the-ground inspections the week of Jan 28 for eight proposed flood control dams in Wayne and Medina Counties with substantial federal support. Construction may start in July and wrap in three to five years, with a three-function project including flood control, recreation, and wildlife.

PCA Earnings Down Five Million in First Half 1963

Packaging Corporation of America reports six months ended December 31 1962 sales of 63.71 million vs 68.07 million a year earlier. Net earnings after preferred dividends were 835 626 or 21 cents a share, down from 2.98 million or 75 cents. Labor disruptions including a 12 week strike at Rittman Ohio and a 10 day stoppage at Filer City Michigan largely caused the decline. Some lost business could not be recovered in Q2. Non recurring costs and lack of tax loss carry forward also weighed. Company expects return to normal results for the next six months ending June 30 1963.

Plan To Raise Cost In Mayor's Court Faces Review

City council considers raising court costs to fund an $800 county law library bill. Mayor Houglan cites $4.50 Rittman court fees as lowest in the area. Councilman Hardgrove notes rising overhead while costs stay same and Ed Bernhardt proposes a 10 percent fines increase. The council will report findings at February meeting. Phase one of master plan study by Vogt-Ivers covers schools utilities police and services from 300 resident surveys. Final reports will address zoning subdivisions annexations and expansion needs. Also agreed to reimburse residents penalized on the recent water bill due to incorrect due date. About 100 residents will receive credits on next bill. Street crew praised for snow clearance. Engineering Associates to pay for Nautilus Lane soil tests in paving prep.

James Frye Selected Citizen Of The Year

James W Frye honored as Citizen of the Year at the Chamber of Commerce banquet. A panel of judges selected Frye from five nominees. Frye received a $50 savings bond and a certificate, with Lindsey Williams presenting the award. Carl Bradford presented a $10 check, and nominees included Mary Ethel Cummings and others.

Residents weigh local income tax panel for 1964 vote

City Manager Charles Mann and Council plan a citizens committee to draft a local income tax ordinance. Avery Kinch says the cross section of Rittman residents will select members, with a May 1964 ballot possible if the ordinance passes. If not, a November 1964 levy may be sought.

Minstrel Odes Return at PTA Show in 1910 Style

The annual PTA Minstrel Show is set for March 14 15 and 16 with the Ladies Minstrel a highlight.
