Eddy County commissioners meet in special session on June 7 1917 with chairman Swigart and members Mann Cooper and O Quinn. They adopt resolutions to have the State Highway Commission supervise county roads and authorize the county highway superintendent to execute statutes and seek state and federal aid to complete the Carlsbad to Lakewood highway. They designate road maintenance men and set pay scales, require culverts be concrete or galvanized iron, authorize a sinking fund of 300 for emergency labor, approve warrants 3288 to 3923, appoint W R Laidlaw constable and B S Wallace justice of the peace, and adjourn.
