Spokane August 10 The Irrigation Congress opened with the Irrigation Ode sung by a 250 voice Spokane chorus. Governor Hay delivered the welcome for Washington and Mayor Pratt spoke for the city. Barstow presided and condemned private capital’s interference with reclamation projects. Debates over leadership and next meeting sites pitted San Francisco Pueblo and Denver, while a new constitution privilege was adopted without dissent.

Washington August 5 1909 the Payne tariff bill was signed by President Taft at 5 50 p m after conference reports were agreed to by the Senate 47 to 31 and the concurrent resolution making changes in the law was adopted by both houses. The president arrived at the capitol at 4 45 and received many lawmakers in his room.
