State Board of Health officials approved the Felicity water project on Monday. Mayor Foster Altman said drilling will start immediately with bids to follow for a $147,000 system financed by revenue bonds if water sufficiency is proven. Bids run to October 1, 1951, at the Village Clerk’s office.
