Scrugham urges centralized air force to defend territorial bases
A report by Rep. James Scrugham urges the immediate creation of an independent air force to protect territorial US bases from bombing. It warns bases are concentrated and inadequately underground and calls for central control of military air power under a cabinet-level head. The piece ties to broader debates on civilian oversight of military operations and tensions with Navy leadership over civilian appointees.
