The Ohio Bell Telephone Company announces a March 31 1983 filing seeking authority to raise and adjust rates and charges for telecommunication services and to revise regulations and practices. The notice invites interested parties to inspect the Application and attached materials at company offices and notes tarifas mailed to mayors and legislative authorities on February 25 1983. The proposal affects customers statewide and includes exchanges toll service private line and mobile tariffs with a withdrawal proposal from general manual service.
Ohio Bell asks to raise local service rates as costs exceed 25 dollars monthly while current charges run about 12 dollars. The subsidy from long distance and other services, key to funding residential service, fades due to industry competition and policy shifts. The Bell System reorganization and AT&T divestiture plan, set for January 1, 1984, creates urgency to replace lost revenue.
The plan outlines highermonthly charges for residence customers with 1 party and 2 party message service options and unchanged allowances and added pricing for excess local messages. It also notes no change to time and mileage charges for measured rate service and mentions a Long Distance Unlimited Service option.
Ohio Bell proposes higher monthly rates for non residence services across multiple lines including message and measured service, PBX trunk, and semi public coin service. The existing monthly allowance and extra local message charges stay the same, as do time and mileage charges under measured rate service. Proposals include 2 way non optional Extended Area Service between 96 contiguous communities as switching systems roll out.
Some basic charges to install move and change service and equipment would rise while others fall. Residents may avoid some charges by using Ohio Bell centers or supplying their own equipment. More detail appears in the proposed tariff sheets.
Private Line Services proposes higher charges for service connections non recurring fees and monthly rates across most special circuits foreign exchange and foreign central office service as well as private line channels and equipment. More detailed information is available in the proposed tariff sheets.
Ohio Bell seeks to raise charges for switching to touch tone or rotary dial, fold the touch tone connection into basic install charges, and boost monthly per line fees by 4. The plan also proposes a 4 dollar monthly line charge, a 40 percent cut in direct dial long distance within Ohio, and new usage sensitive rates for PBX inward dialing plus a Customer Operating Center Service with dedicated cable pairs and per-line charges.
The company proposes about 20 percent increases for services including custom calling, non published directory listings, certain telephone answering services, directory assistance calls, operator handled local coin calls and transfer of toll charges. The filing asks the Public Utilities Commission to find current rates unjust and approve revised schedule sheets and interim effectiveness.
