County fair in Owensville ends Saturday with 4-H participants Teresa Teaney 11 and teens Molitor 18 and Cari Church 18 crowned in contests. Teaney belongs to Aggressive Meat Management Club of Owensville 4-H. Photos and more on page 2.
The county commissioners approved a new half percent sales tax to fund a new adult jail with an estimated $2 million yearly revenue. Collection begins Oct 1, with first proceeds going to capital projects. Public hearings drew supporters and opponents including Myrna Hixson and Donald Ward who urged careful funding and fair burden.

Dr. Joseph F. Sclafani and partners organize PACC to provide reduced cost non emergency medical care for long term unemployed residents without insurance. Mysicians' Aid to Clermont County, Clermont Mercy and Our Lady of Mercy Hospitals, about eight local pharmacies, and the Clermont County Human Services Board coordinate to screen, refer, and supply discounted services. Continuous full time employment proof required with layoffs after July 1 1982, unemployment two months to one year. Sclafani notes recession worsened unemployment and health care access. he practices obstetrics and gynecology in Anderson Township and Milford.
Clermont County residents face penalties for late second half property tax payments. The July 20 due date remains, with a ten percent penalty normally, but a state amendment allows a five percent penalty until August 7 if no first half taxes are due. Payments received by August 1 reduce the penalty in the grace period, and penalties plus interest can reach about 20 percent if unpaid by the next billing period. Treasurer David F. Smith notes slow payments and explains eased penalties under the new law.
