Jackson Bill Would Split Tax With Workers Areas
Clermont County Representative Charles W. Jackson introduces a bill to share 30 percent of payroll tax receipts with townships or unincorporated villages and 20 percent with counties for nonresident workers living elsewhere. Half of collected payroll tax would stay with the city collecting it, the other half would go to the taxpayer’s residential locale. The plan mirrors state constitutional provisions on tax refunds and would take effect after current payroll tax ordinances expire or by December 31 1961. Rental revenue from nonresident property owners would be exempt from the split.
