Recommend transferring the entire fleet and property to the Emergency Fleet corporation with the president appointed by the President and confirmed by the Senate. An advisory board of key cabinet members should guide policy on routes, sales, and creation of subsidiary lines. Regional committees would advise on regionally vital decisions.
