Colonel Charles J. Fiala assumed command of the Louisville District Corps of Engineers last week replacing Colonel John T. Rhett who moved to Washington D. C. Fiala is a 1953 USMA graduate with an Illinois civil engineering masters and Vietnam service. He has held posts at HQ Army Personnel Operations and West Point and earned multiple decorations.
