President Nixon outlined a second phase to curb inflation using wage and price controls and voluntary cooperation. Labor leaders voiced mixed optimism with AFL CIO wary over veto power and Meany's role on the Pay Board while business figures urged compliance.
Phase 2 outline sets a 2 3 percent inflation target by end of 1972, with a seven member Price Commission, a Pay Board, an Interest and Dividends Committee led by Arthur Burns, a health service advisory panel, a Cost of Living Council, and 360 IRS regional centers employing about 3000 staff to enforce the measures until inflation is under control.
Nearly 100 000 people were expected in Elkins West Virginia to welcome President Nixon as he attends the Mountain State Forest Festival queen coronation. He and the first lady would spend about 90 minutes there en route to Camp David. A peaceful student protest at Davis and Elkins College ended without incident while potential demonstrations by youth and coal miners were possible. The Rev Ralph Abernathy of the SCLC planned a protest rally about an hour after Nixon speaks at Shiloh Baptist Church.
