Ohio Governor Gilligan proposed a reapportionment plan that expands the 13th Senate District to include all of Lorain County and large parts of Huron and Erie counties while moving Richland County out. Sen. Corts would face a race in a heavily Democratic Lorain area. The plan redraws Lorain’s two House districts to add a third.
