Ginger Hammers North Carolina Coast With 90 MPH Winds

Hurricane Ginger battered the North Carolina coast driving 90 mph winds, ripping storefronts and power lines. The Caribbean Enterprise cargo ship, 115 miles east northeast of Cape Hatteras, reported cargo shifting and loss of a trailer but not imminent sinking. Morehead City and New Bern faced power outages and flooding as Red Cross shelters opened for thousands.

Ohio appeals court rules state liable for Kent State student deaths

The Ohio District Court of Appeals ruled the state could be sued in the May 4 1970 Kent State shooting deaths. The 2-1 decision sends Arthur Krause’s $2 million wrongful death suit back to Cuyahoga County Common Pleas Court, rejecting sovereign immunity as a shield.

Bridge plan change could delay West River Parkway project

Ohio highway chief J Phillip Richley said a plan shift for Elyria’s West River Parkway may push the twin bridge opening to next fall and delay the overall project. He noted no city dispute over using State Bond Issue 1 funds and cited potential 50 percent federal TOPICS aid for area roadwork.

Draft resumption today may start quarterly calls

U S and S Viet Troops Struggle to Check Communist Offensive

U S and South Vietnamese helicopters ferried thousands of civilians toward Cambodia border areas northwest of Saigon to stem a major Communist push. One Communist division reportedly entered South Vietnam as fierce border fighting raged, with antiaircraft and mortar fire heavy near Firebase Pace. A Cobra helicopter was shot down, its two crewmen jumping 400 feet without parachutes. In Saigon, Thieu opponents urged a voters boycott and prepared a people’s congress to unite opposition factions including calls to address press oppression and a new election law.
